The Commonwealth of Pennsylvania is looking for passionate and skilled individuals committed to public service. The William and Hannah Penn Fellowship offers aspiring professionals a unique opportunity to work alongside senior executives in state government, contributing to meaningful policy initiatives that enhance the well-being of Pennsylvanians.
Fellows will be assigned to state agency policy offices, where they will support policy directors and agency leaders in advancing Governor Shapiro’s policy agenda. Each participant will work on a specific agency project, gaining hands-on experience in policy formulation and execution. Additionally, fellows will take part in leadership development training and interact with influential leaders from both the public and private sectors.
Location: Harrisburg, Pennsylvania, USA
Start Date: Monday, August 11, 2025 (in-person attendance required on the first day)
Work Schedule: Full-time, Monday to Friday (exact hours will be discussed upon offer)
Telework: Part-time remote work may be available, subject to secure internet access and work location approval within Pennsylvania. If telework is not an option, fellows must report to the headquarters office.
Relocation Support: No reimbursement or payment for relocation expenses.
Salary: $75,658.00 per year (starting salary may be non-negotiable in certain cases).
William and Hannah Penn Fellows play a vital role in enhancing state government efficiency by contributing to projects aligned with Governor Shapiro’s policy priorities. Fellows will be placed in agency policy offices to develop and implement policy solutions.
Applicants will have the opportunity to select their top three project preferences during the application process. While preferences will be considered, placements are not guaranteed.

Minimum Qualifications:
A master’s degree or higher obtained between December 2020 and August 2025.
Ability to perform essential job functions.
Preferred Qualifications (Not Required):
Strong academic or professional achievements.
Proven leadership skills with the potential for future career growth.
Dedication to public service.
Experience working in diverse teams with strong collaboration abilities.
